Adds a new subsection defining a portable solar generation device and exempting it from interconnection and net-metering requirements unless the owner opts in; the Electric Company may not require approval, a fee, or extra controls, and is not liable. The device must meet the most recent National Electrical Code, be certified by UL or an equivalent nationally recognized testing laboratory, and include an anti-islanding feature.
